The Economically Weaker Section (EWS) Certificate is an Income and Asset Certificate issued to eligible citizens under the General category who are not covered by SC, ST, or OBC reservations.
Since 2019, the Government has provided 10% reservation in government jobs and higher education for eligible EWS candidates. To claim this benefit in Assam, producing a valid EWS Certificate issued by the competent authority is mandatory.
✅ Who is Eligible for EWS Certificate in Assam?
You can apply if:

You do not belong to SC, ST, or OBC categories, and
-
Your family’s gross annual income is below ₹8,00,000 (Rupees Eight Lakh).
What Counts as Income?
Income from all sources during the previous financial year, including:

Agriculture

Profession

❌ Who is Not Eligible?
Even if your income is below ₹8 lakh, you will NOT qualify if your family owns:

15 Bigha or more agricultural land in rural areas

1 Bigha or more residential land in rural areas

1.5 Katha or more land in Municipal Corporation/Municipal Board/Town Committee areas

Residential house above 1000 sq. ft. in notified urban areas

🏢 Issuing Authority in Assam
The Income and Asset Certificate (EWS Certificate) is issued by:

Circle Officer / Circle Officer (A) of the Revenue Circle where the applicant normally resides.
It may also be issued by:

District Magistrate / Deputy Commissioner

Additional Deputy Commissioner

Sub-Divisional Magistrate

Executive Magistrate

Revenue Officer (not below Tehsildar rank)

Only certificates issued in the prescribed government format are accepted.
📅 Important Note for Government Jobs

The certificate must be submitted by the closing date of application, unless stated otherwise.

Appointment under EWS is provisional until certificate verification.

If the certificate is found false, services may be terminated and legal action may be taken under the IPC.
